ILLINOIS – The clean energy sector in Illinois is rallying in support of two new bills, HB5856 and SB3959, designed to modernize the state’s energy grid, save consumers money, and ensure long-term energy reliability. These proposed laws aim to protect ratepayers from rising energy costs, bolster the economy, and help Illinois meet its climate goals, while also addressing increasing blackout risks.
State Representative Barbara Hernandez (D-Aurora), the lead sponsor of HB5856, emphasized the broad benefits: “Clean energy is the future, and it’s my duty to work toward that future for all Illinois residents. These bills will help lower consumer costs, bring in thousands of new jobs, and prevent dangerous blackouts. They’ll also strengthen our power grid, making Illinois a prime location for energy-intensive tech companies.”
The bills are notable for introducing Illinois’ first mandate on clean energy storage procurement, a key step to building a more reliable grid and accelerating the development of renewable energy resources. Supporters say the bills could save consumers $30 per month on energy bills, prevent over $7 billion in blackout-related expenses, and create up to $16 billion in economic benefits.
State Senator Bill Cunningham (D-Chicago), a sponsor of SB3959, highlighted the urgency of the legislation: “Illinois has set ambitious clean energy goals, but we risk missing important milestones as early as 2030. These bills will unlock the full potential of our clean energy economy, improve grid reliability, and protect consumers.”
Illinois moving to “Smart Solar Billing” in 2025
Recent studies, including one by former Illinois Power Agency Director Mark Pruitt, underscore the economic and grid benefits of large-scale energy storage. His analysis shows that the proposed 8,500 MW clean energy storage target could generate billions in savings and support Illinois’ climate and energy goals.
Industry leaders, such as Erika Kowall of the American Clean Power Association, have praised the legislation for its potential to stimulate solar and storage developments while providing critical consumer protections. “These bills will ensure Illinois meets its clean energy goals and delivers real economic benefits to the state’s residents,” Kowall said.
With broad industry and legislative support, HB5856 and SB3959 are poised to transform Illinois’ energy landscape, reducing costs for consumers while creating thousands of clean energy jobs and fortifying the state’s energy grid for future challenges.
