The proposed changes to the Solar Massachusetts Renewable Target (SMART) program aim to address issues with outdated incentive rates and slow solar adoption. The state plans to implement an annual rate adjustment based on market conditions and progress toward solar goals. The proposal also seeks to increase incentives for solar projects on buildings and previously developed land, while tightening criteria for greenfield developments to protect valuable habitats. Additionally, the program will broaden eligibility for low-income solar benefits and require community solar projects to enroll a minimum of 40% low-income participants. Feedback on the proposal was open until August 2, with final regulations expected in the fall.
